The ball can rise because of aerodynamic lift, but it can't accelerate after it leaves the pitcher's hand. The only acceleration at that point is due to gravity.
It has to do with spin rate. France has higher spin rate than some of our other guys which makes the ball fall less quickly, &, to the hitter, gives a late accelerating illusion
