Several studies say it can't rise either - the lift from the best pitcher = about 0.5G which makes a slow fall.

When a hitter swings under the ball and misses, baseball announcers sometimes say the pitcher got him with a "rising fastball." But technically, this pitch cannot exist if thrown overhand--it's impossible for a pitch thrown downward to buck gravity and achieve upward lift.

It has to do with spin rate. France has higher spin rate than some of our other guys which makes the ball fall less quickly, &, to the hitter, gives a late accelerating illusion
