You can improve it with delivery adjustments, but generally it's about hand-eye coordination, which you either have or you don't.
Saying that, we signed these guys when they weren't throwing strikes. Think about that
I don't understand how any college program is looking to sign a player that can't throw strikes first. I'd much rather sign a guy throwing 86-88 but can locate all day long over 91mph but walks every other batter.
