They actually listed LOIC as a new allegation. They never discussed the "expanded" allegation.
It's a new Level 1, but it is expanded from the first NOA and likely what they meant. That doesn't mean there isn't more they didn't discuss, but I seriously doubt they would have admitted that allegations from the first NOA were expanded without discussing it.
