not so simple to me. At the very top it's clear the Big Ten is better. They have the last two national titles and have 4 teams that could win it any given year. Right now the SEC still has more talent top to bottom but the best teams have been in the Big Ten the last couple years.
There is nothing right now to suggest USC is a contender. Penn State technically is but has not shown they can actually compete at the top. And Michigan is not anymore until they prove it with the new coach. They have Ohio State and Oregon until proven otherwise.
