For entire conference, the SEC is better for sure but at the very top that changes from year to year easily. OSU, Mich, Penn State, Oregon, USC are all national title threats. I saw this a week or so ago to back up my statment about overall SEC better.
Blue Chip recruiting ratio last 4 or was 5 year average - by conference

18 teams have recruited over 50% blue chip players. SEC has 9 with two others almost at the 50% mark in Ole MIss and Gamecocks. Big Ten has 5 ACC 3 and Notre Dame... That's it' That's all the teams with enough talent to win a title but SEC has 9 teams and 2 more that almost meet the criteria.
