Why on earth would the ump call that? I get the rule but it's obvious the runners weren't about to score, so Plumlee throwing the ball over had no effect on the play and it obviously wasn't an attempt to game anything. Ump just wanted to be important, same thing we see in SEC basketball
That's an ump being a dick. No other explanation.
