    My take....

    If a person is severely limited or disable then of course the University needs to have carts available to help move people to and from the stadium. These policies need to be communicated clearly and understood prior to the season. I would think that the university would be in compliance with all ADA laws otherwise the chances for a lawsuit are greater than some random person getting hurt. People also need to use common sense, if you have some one in poor health, the burden is on you not to put that person at risk just to watch a football game live. Also, I agree with the no cart rule that is in place there needs to be a middle ground. I know that other campuses that I have visited have similar issues, we had to walk miles to get to the stadium at Auburn and I didn't see any shuttles. I have been to Cowboy stadium on multiple occasions and had to uber up or walk a great distance to the stadium. My point, anytime you get 60K people or more into a small area shuttles can only do so much otherwise they are caught up in the same traffic you would drive a car into....
