Well I don't know how it's ticky-tack since everybody from 10U knows you can't crow hop. To me the issue is that in softball they let girls get away with IP so much more than boys. Everybody remembers when we had balk games trying to learn in little league and they do the girls a disservice in not enforcing the rules closer in 12U and lower. If boys can learn to pitch legally so can the girls. And I've seen older girls called for it and immediately start pitching legally with no problems. So they knew they were skirting the rules. Now the young girls would mess them up for a while but boys do it and learn quickly. Now the flip side is the true replant is a competitive advantage that should be enforced stronger and the penalty should be changed in softball. Some girls are generating so much power when they leave the rubber it causes that back foot to lift higher than it should but they are not really replanting. Also, the issue that in international competition it's different rule and the lifting is not illegal. That should be a rule that is the same in college. The girl from Baylor?? I think has a big flap on her shoe which I think should have been stopped the first pitch she threw. With Silkwood, I like her and obviously support our team but she gets awful close to replant for me and that needs to be addressed.
ETA. The other big issue I have with IP's is the umps having no clue about what is really and IP, no consistency in calling it, and on the enforcement a lot of them mess up that call as well. Same with slappers who are actually drag bunting with 2 strikes and it goes foul and are sometimes way out of the batters box when they make contact. Softball umps, even at the college level, have some big issues.

Appreciate the info. I don't know much about the technical aspects but I do love watching these gals compete. The play by play announcers Monday night didn't really make a big deal out of it but did replay it a couple of times and showed another pitch or two where she was close to being illegal.
Weird play. Ground foul, but may have been touched by batter before hand. Anyway, call is foul ball down 1B line. Would have been out 2, but scored runner.
