So actually pitchers usually aren't calling their own game. They have the ability to shake and go to something else but most of the time the catcher is calling the game.

It isn't micromanaging at the college level. The coach has the scouting report sitting there in front of them and know hitter's tendencies.
Well I am a believer it's better for the pitcher to throw the pitch he believes in best for that pitch than for the catcher/coach to call a game based on the hitter's tendencies.
