The NCAA recommends that before any action is taken
on the basis of a positive result from screening tests, the
results should be confirmed by gas chromatography/
mass spectrometry, with the latter test providing the
definitive result. By doing so, the institution reduces the
risk of a false positive result.

What you've quoted makes it seem like they only use GC/MS after an initial positive result. It's not their first method of testing.
