Couldn't see the forest of long term vision for all the trees of short term survival. All cities should have, and routinely update, a 10 (or 20 or ??) year vision with action items on how to get there. They should have committee's with city employee, council members, and citizens that force the action items into completion. Otherwise the city will function in a paycheck to paycheck mentality.
Which is unfortunately how Starkville, and Mississippi State, functioned until about the last 15-20 years
