You can sign a Top 10 round guy for under slot and save money in your bonus pool for other draft picks BUT if you don't sign them at all then that slot money is subtracted from your overall bonus pool for this year which is a penalty. That's why so few guys in the Top 10 rounds don't sign. Usually a general agreement has been reached before a team will pick you because teams can't afford to not be signing their Top 10 round picks.

Yeah. Perry Minasian with the Angles made one of two missteps on this. First, he drafted Ryan Prager without knowing what it would take to sign him, and then lost him when he went so over slot on an 11th round pick. Second, he gave Prager a number that was acceptable to OK the pick and then actually offered less after the 11th round pick signed. So, they have around $325 K or so that they can go over slot to sign Mershon with, which will put him in the $475,000 bonus range. Does he take it? Maybe. Will the Angels offer it, because it doesn't seem like they actually planned on offering him more than $50 K over slot initially?
