I believe they now have a minimum value that you can't go below on signing bonuses. Not sure what it is though.
I think if you don't offer 40% of slot bonus, you don't get a compensatory pick the next year if they don't sign. But I think as long as they make an offer, they keep the players' rights for the next year, so if you are out of eligibility, you don't have any leverage unless you're willing to go over seas.
