To begin you are comparing a junior to a senior. Furthermore, Rogers has a QBR of 74 vs Levis 58 for this season. Rogers is 19/3 td/int while Levis is 14/4. 19 more passes per game and less interceptions - that's pretty hard to argue.
Rogers is starting for his 3rd season.
Levis is in Year 2 as a starter
No idea where you made up your QBR stat- but here are two sites with the actual QBR stats:

As I said- both are good college QB's. Cant really say one is better than the other. Levis throws longer passes- thus his 10 yards per attempt. He has only completed 11 passes to RB's. Rogers has completed 42 passes to RB's which accounts for his 4% better completion percentage and his 7.3 yards per pass. Different offenses. Their arm strengths arent comparable at all.
