Man City is more financially successful so they can spend more in payroll than someone like Leeds.
ManCity are bankrolled by one of the ruling families from the UAE. They don't make nearly enough money to spend what they do. That's my point about them and the FFP. If it was enforced, they aren't even close to what they are. It wasn't that long ago they were promoted. Heck I remember when they were relegated for the last time. They are actually a small club along the lines of present day Everton or Chelsea pre-Chelski. Without the oil money being illegally pumped in, they are nothing. The FFP was designed in part to prevent rich men's toys like City from buying titles.
