By definition it was targeting. The problem is the rule is flawed. These ball carriers are so fast and quick, you may think you are about to use only the shoulder but the runner shifts ot ducks and creates a targeting situation. Just isn't fair to the tackler.

Intentionally needs to be added as an element to the foul.

That was an extremely dangerous hit by the Clemson player. He could have broken his neck ducking his head like that.
