ACC has openly said they're playing. SEC has said they want to play, but will be patient. The Big 12 is the wild card.

I don't know about JUCO but MAIS have games Thursday and Friday. If they are allowing fans I might attend one.

Per the current schedule, yes they are. I wouldn't be surprised if that changes between now and Thursday.
