The problem is if a guy wants to come back to school and the NCAA says no the school just goes to some local judge who says that they can play. This is beyond a NCAA issue. They are trying to enforce their rules and can't.

The NCAA and colleges have been running slave labor with the keys to the NFL castle forever. They 17d this up when they wouldn?t allow the colleges to pay them 10% of their proceeds for their sport. That is all it would have taken.
I hate the free transfer as much as the next guy for personal reasons, but any student can transfer to any school they are accepted by at anytime. Why not sports players? I would argue the 3 year rule to turn pro is also bullcrap. Hell I can drop out and go pro at anytime when I was a student.
You couldnt dropout and become a doctor without going to medical school first. And no, any student couldnt go to 4 different schools in 4 years without their transcript being a mess. They got to play college ball for a free education and a chance and something bigger when they finished. That is what all college kids do but regular folks have to pay for it. Guess what they are also the ones that pay for the college sports. The millions and even billions it takes to run these organizations ain't free either.
Lastly, no amount of money is ever enough; people are greedy and always want more. That is why the transfer thing out of control. 10% ain't enough. They want more and more and more.
