Yes that was a dumb play and constituted targeting but the issue I have with it is the penalty being called way after the play and possibly only due to crowd reaction to the replay. There should be a time limit to when flags can be thrown after a play ends.

There were 7 officials on the field looking at that play, two of the were within 10 yards of the play and there was no call on the field. There is absolutely no reason for the booth to be involved at all, it’s not the way it was intended to be used at all.
