They can, and they should, but the fact a college player is down as soon as he hits ground... no touching em necessary, so it's dumb to lower head and hit him

True but dart wasn't down yet and he was trying to keep him from getting the first down. It's an aggressive play but i wouldn't call him dumb. He was playing hard
