Let?s play a game. How would everyone spend hypothetically a 5 million a year budget and a 10 million a year budget to build your State Football team?
5 million-only worry about offense and just try to outscore everyone. 5 mil is about 3 mil short to building a competent team so just focus on one side of the ball with what you have.
10 million- actually build a team. Focus on the LOS on both sides and offensive skill positions. After that, go after a decent secondary with what is left. If you can find a LB with what is left, then do it. Otherwise, insurance policy your starting QB with a good backup who has G5 starts under his belt.
An edge rusher and 2 DTs would be a good place to start.

The best O line and D line money can buy! You can have serviceable QB and running back as long as they have somebody to block for them.
