My thoughts exactly.

Blocking posts from Russia or Poland won't stop those people because they are not in Russia or Poland.

pretty sure the IPs were checked before those areas were blocked. Is if it's an IP block, I assume it would still work since it's targeting those IPs... although I know less than nothing about how that works.

Don't forget about a VPN, it can also make a user appear someone they're not...
