IF they graduate from their first school choice.

If they transfer before graduation no $150 G. If the graduate and then transfer they get the $150 G.

Not really, he said that it was a arbitrary number and could be anything more or less. Just some incentive to stay in school at the school you originally commit to.

So let?s make it a little more feasible. Say 20 players graduate per year at $80,000. That is equivalent to $20,000 per year if they graduate in 4 years. That would be $1.6 mil per class of 20 every year. We can afford that.

Whatever number they would come up with doesn't matter and wouldn't keep another school from offering a bigger number for a player they want. That's the problem when throwing money into the equation.
