Arkansas won 72-70. ORU had 3 seconds, got off a 3, but it barely missed.

OK here is a question. You are tied with 31 seconds to go. The other team has the ball and has the last shot. They are not worried about losing. Do you foul the other team with 20 seconds so you at least get a decent chance for a last second shot?
