P5 should make a rule that if there is a P5 team playing they must use P5 REFs.

Don't have conference referees. Just have all P5 refs, make it full time, one group of leaders and give same level of training.

I have no idea but if all P5 use the same group of REF's, the coaches, players will know who they are and how the Ref's are going to act. It will also give the ref's opportunity to get to know all the teams. I would also stop a lot of the BAMA bias.
