They are. They've got the money.

Saw where the Dodgers are paying two players (Betts and Kershaw I believe) the same amount that the entire roster of the Rays makes. The Dodgers entire payroll is $107 million. The Rays' is $28 million.

Dodgers lineup is a little deeper but the Rays have the edge in pitching, starters and bullpen.
