He's definitely a recruiter, else MDL wouldn't have "re-hired" him and kept him on staff for 4 years...

I can't speak to his Xs & Os prowess, but I feel he'll upgrade the talent... and that means everything, in my book...

Jerry Jeudy, Devonta Smith, Henry Ruggs, and Jaylan Waddle probably agree with you. Also, Napier was the main recruiter for Jordan Davis when Davis committed to Bama. He also recruited Jalen Mayden and spoke very high on wanting him at Bama.
