On the first Monday on or following Dec 1st, every recruit must file paperwork declaring draft eligibility for up to 5 (or however many) schools.
On signing day, a round robin draft will be held based on a lottery pick draft order. Schools can only draft players eligible for their draft board.
Simple.
Nobody would ever go for it. Schools that play the croontin game successfully would kill it. It would be a disadvantage to them and an advantage to the Barny Fife schools.
