Allows the returner to fair catch the ball anywhere inside the 25 and it is considered a touchback bringing the ball out to the 25.

changes the strategy of the game without an impact on injuries on anything else, really stupid which means that it will be adopted.

This is a lazy and unimaginative fix for their problem that moving touchbacks from the 20 to the 25 actually resulted in more runbacks. That said, I think it will at most bring runback numbers back to the 20-yardline touchback times. All it does is nullify the recent strategy of kicking it just short of the end zone to force a runback. If this were the NFL they might as well remove kickoffs altogether, but in college there aren't many kickers who can boot it out of the end zone consistently.

IMO, just another move to reduce injuries. We're headed towards flag football as soon as they can get us to accept it.
