Doesn't the NCAA have a rule against gambling and the member schools can't advertise gambling or did I dream that?

LSU has the Louisiana Lottery ribbon on display at the game is what triggered this.

Haven't we had one of the Resorts/Casino's in Philadelphia ads before at MSU? I thought I saw one.
