The blown call was ruled as a “late hit out of bounds”, so it was a dead ball foul. The ref that threw the flag told the head ref (white hat) that he had blown his whistle (you could see their conversation on TV).

So, he blew the play dead before the runner stepped out, then threw a flag for a “late hit” that was delivered while the runner was still in bounds. The runner fumbled and we recovered, but because the play had been “blown dead”, there is no review possible for the fumble.
