I certainly didn't see it playing out this way where they didn't get hit with a ton of scholarships but then ended up with a ton of transfers.

Freeze obviously convinced the committee that he was just doing what he was told and that it wasn't his call. My guess is the NCAA obviously believes that the boosters have overrun their program. They also probably figured he wouldn't be hired anyway after his issue with the escorts.
