The blocked punt in the KC-NYG game a few minutes ago reminded me of a set of rules that's always baffled me. It doesn't seem right to me that a fraction of an inch means the difference between a great play and a 15 yard personal foul. The claim that the rule exists to protect the kicker/punter is ridiculous to me because if you just brush the ball with a finger you can clobber the guy with an outstretched leg all you want, but if you miss the ball by the same amount, then you're screwed. In my opinion, either the kicker should be off limits under any circumstances, block or not; or the rule should be treated like roughing the passer where it takes an obviously late and unnecessary hit to draw the penalty. Thoughts?

It needs to be the referees discretion.
