I believe they can do whatever is specified in their guidelines. Mine doesn't levy fines but can put a lien on your house for unpaid dues or costs associated with keeping up your property, ie cutting your grass if you refuse etc. Mine will also report you to the city for violations and the city will warn you then fine you if you don't correct it.

This is as far as I have seen one go, attaching a lien for unpaid dues.
