Stories like this always end the same. You see this with bank tellers, CFO's, employees with access to inventory when they steal. Yes. The question is whether you can determine who was using the burner phone. You may not be able to identify who's using the burner phone, but if Hugh is calling the burner, and Barney is calling the burner, and a recruit is calling the burner - those records exist and a subpoena could get them.

That being said, the worst they could pop OM for here is communicating during the dead period or something like that, which is extremely tame compared to what they are already facing.

That's show cause material already, and far more of a damnable offense than the burner phones. The burner phone looks suspicious, but it doesn't change the overall outlook that much. Plus, it will likely never be proven unless Kongbo talks. We've reached a point of diminishing returns with this investigation. Coaches coordinating a prostitution ring is pretty much the only way it is going to get worse than it already is.
