For those that know more about the justice system that me, why was it filed in a US Federal Court? Is it because it's a State public institution?

This Court has subject matter jurisdiction of this civil action as there is complete diversity of citizenship between the Plaintiff and the Defendants, and the amount in controversy exceeds the sum of $75,000.00 exclusive of interest and costs, pursuant to 28 U.S.C. ? 1332 (b)

Subject matter jurisdiction is what allows the claim to be brought in federal court. Nutt could have still brought the claim in state court. This was a strategic decision that could have been made for a number of reasons. Maybe Nutt believed federal court would be more favorable because the defendant is a state institution.
