Ive heard the investigators have to request permission from the COI to grant immunity and, if allowed, can only ask about a limited scope of allegations in an effort to corroborate other existing evidence. Is that true?

That's what Matt said yesterday on H2H. He also said the NCAA will not go after Leo b/c of his immunity deal. If they start doing that then no player will give them anything.
