Part of the penalty is a fin ups...I'm mean fine. For each infraction the institution (whether a flagship or not) has to pay a substantial amount of money which is calculated as a percentage. Someone will post the infraction matrix again.

The NCAA owns the television right to the NCAA tournament. While most of that money is dispersed, they got plenty of money.
