If schools are found guilty of a certain number of level 1 violations the NCAA needs to do to OM what the MS Dept of Education does to failing school districts. They need to appoint people to come in and take over the leadership of these "rogue" schools who are determined to cheat to get ahead. I mean clean house and remove those that have been proven to cheat. Put retired coaches in charge and respected administrators in administrative rolls for the duration of said schools probation period. This might just scare people enough to watch what they are doing a little closer. Also, if a staff member is proven to cheat, he and the HC are released from their jobs and the schools aren't required to have to honor their contracts. Put some teeth in this thing.

Not a bad solution. Of course, whoever is put in charge couldn't have a prior relationship with a rival. I can hear it now...."This Bama guy is running our AD into the ground."

Good thought but impossible to do. You are talking about state money.
