If you play multiple sports and one of them is football then you have to be on a football scholarship

If he signs in basketball and then plays football, wouldn't his scholarship automatically transfer toward football numbers? If so, he could essentially be an early signee in football

I believe if you are an early enrollee, you sign scholarship papers in November, enroll in January, and sign an LOI in February.

So he'll sign officially in February, but he will be signing something in November.
