paid people not to visit MSU should the college board consider actions against them?

It is one thing to cheat to gain an advantage but quite different to deliberately engage in actions with malicious intent to hurt or cause damage to a fellow state institution.

The NCAA should and probably will consider these actions against the rules but the State College Board should frown on and take actions against such action.

Will they?
