The only difference is that rape allegations and legal cover ups aren't really under the jurisdiction of the NCAA. As bad as Penn State got hit it was still a stretch on the part of the NCAA which allowed Penn State to come back and renegotiate the penalties down later.

On the other hand EVERYTHING that the OM Bears have been caught doing is right up the wheel house of what the NCAA is supposed to protect college football from. OM is the perfect candidate for the NCAA to nail and regain a semblence of respect and power back in the eyes of the nation.
