It is, but it's what inevitably happens in every organization when their is wide spread corruption. You simply can't dot every "I" and cross every "t".

Sure it seems stupid that they used text, but when Barney and the other dude are handling 20 or 30+ players that are getting the same benefits, things get sloppy. Cheaters always get caught, even the best ones.
