I know such things exist, but I personally just search for what ever content I want with google, and add .gif to the end of it. For example, if I want a gif of someone demonstrating a look of sarcasm, I just search for "sarcasm gif".

e.g.,

https://media.giphy.com/media/dfGnozTaYkzq8/giphy.gif

Or more specifically, if I want a gif of someone laughing their ass off, and I have a particular scene from a movie in mind (which I usually have a lot of, lol), I will search for Goodfellas laughing gif, and I choose from the search results.

or someone slicing garlic, lol.
