I see nothing wrong with the head line. The fact that 4 are listed as witnesses and NOT conspirators says something. Maybe they are helping the girl out.

It's awful. Saying 5 are 'listed' on the report makes it true, but they know full well most will read it like Dallas_Dawg did and assume all 5 are listed as suspects or instigators. They are grouping the 4 witnesses with the 1 perpetrator and throwing all 5 names into the report.

That is terrible and clearly unfair to the other 4. It is purposely misleading for the purpose of making it seem like all 5 players were involved.
