Playoff question

How is it determined who plays in the sugar bowl and who plays in the Rose bowl? I have heard two different ways 1) 1vs4 in a set location and 2vs3 in a set location or 2) the number one team picks their location and the other three just fall based off this pick. So does anyone know how it will be determined? I have searched every where but cannot find the answer.

1 seed gets to play close to home. So if Oregon is the 1 they play at the Rose bowl. If bama is the 1 they play at the Sugar Bowl. We will have to beat Oregon in Pasadena. I will be there.
