On the NFL Network, they were questioning if the play was allowed due to to having another player wave for a fair catch

If he had it would have been an illegal play and the ball would have been dead where the return man caught it. If anyone on the return team calls for fair catch, no one can return the ball.

Devon Hester and Johnny Knox did this same return several years ago against the Packers. It worked but got called back due to holding.

He didn't wave for a fair catch though. He made a small, ambiguous motion, possibly trying to fake waving for a fair catch, but his hand wasn't over his shoulders so there was no fair catch signal made.
