What mph do they become a factor?

Today at this am, huge in me waking my ass up and getting mentally prepared pregame. Not sure wind would effect us as much as it will them and their passing. I would think 20+ mph consistent winds before any problems. I was at the 96 Ark game and that was miserable. I sure hope it's not like that.
