People, and the NFL, are making the mistake of thinking this problem is based on the fact that there aren't strict enough penalties. That's not the problem. It's a social/cultural thing now in America where repercussions are irrelevant. It's all about "what I wanna do to benefit me this second". Along with the accepting that physical outbursts are justifiable. I see this every day if not every hour in the high school setting.

Stronger punishments don't always deter behavior, they just make folks work harder to not get caught.
